Environmental Enforcement

Worcester City Council is responsible for providing Environmental Enforcement in Worcester. This enforcement compliments the work that the Council and other agencies do to make Worcester a clean and pleasant place in which to live, work and visit. Worcester City Council takes it`s role in preventing and dealing with Environmental Crime very seriously.

Environmental Enforcement includes dealing with the below offences, all of which can have a significant impact on the local environment.

• Dog Fouling.
• Littering.
• Graffiti.
• Fly-Tipping.
• Fly-Posting.
• Abandoned & Nuisance vehicles
• The control of ` A ` Boards on the Highway.
• Presentation of Trade Waste.

Any person contravening the above may be guilty of committing a Criminal Offence.

Uniformed  Enforcement Officers patrol the streets of the City using powers at their disposal under legislation such as Environmental Protection Act 2000 and are empowered to issue Fixed Penalty Notices to persons suspected of committing an Environmental Crime.

Officers have powers to demand the name and address of anyone suspected of committing an Environmental Crime. It is also a Criminal Offence to refuse to supply your name and address or to give false or misleading information.

A Fixed Penalty Notice allows the person to avoid the need to attend a formal hearing at a Magistrates Court and the amount of the penalty will always be that stated on the notice.

Where a person declines to accept a Fixed Penalty Notice, Worcester City Council is at liberty to present the facts before the Magistrates and if found guilty the fine may be a maximum of £1000.

Where a person has accepted  a Fixed Penalty Notice but then wishes to appeal against it`s issue, then that appeal must be made to the Magistrates not to Worcester City Council. Worcester City Council have no powers to consider appeals.

This is the list of offences that Worcester City Council enforce, together with potential penalties. The patrolling Officer will hand the suspected offender this pink slip with the Fixed Penalty Notice. The Fixed Penalty Notice contains information on payment methods.

Any appeal against the issue of a Fixed Penalty Notice must be made through the Council’s complaint procedure.
