Local Development Framework

 Local Development Framework (LDF) is the term used for the set of documents which make up the overall planning strategy for Worcester City. These include:

South Worcestershire Development Plan (SWDP)

The SWDP came into effect on 25 February 2016. It is a planning framework that aims to ensure development has a positive impact on the environment. It is a joint plan covering the three authorities of Malvern Hills, Wychavon and Worcester City.

Community Infrastructure Levy

Worcester City Council adopted its CIL Charging Schedule and associated documents on Tuesday 16 May 2017.  CIL charging commenced on Monday 4 September 2017 and CIL charges will apply for all qualifying development. It is important to note that CIL will apply to applications that are determined on or after 4 September 2017, including those which were submitted before this date.  All planning applications will need to be accompanied by an Additional Information for CIL form that is available from The Planning Portal. Traveller and Travelling Show people Site Allocations Development Plan Document (DPD)

The south Worcestershire councils are preparing a Traveller and Travelling Show people Site Allocations DPD.  This document will allocate land to meet the new for Travellers’ sites.  Further information is available form the South Worcestershire Development Plan website.

Statement of Community Involvement (SCI)

A key part of the Local Development Framework is involving the community in the planning process. The SCI sets out what Worcester City Council will do to involve the community, and other stakeholders in the preparation and revision of planning policy documents and decisions on planning applications. The Statement of Community Involvement has been temporarily updated to reflect the current situation with regard to Covid-19 restrictions. 

Local Development Scheme

The Local Development Scheme (LDS) for Worcester City Council covers the period 2023-2026. This update to the 2023-2026 LDS was approved at the meeting of the Full Council on 26 September 2023.

The LDS is a project management document for the production of planning policy documents for the City and wider South Worcestershire. Given the collaborative working arrangements in South Worcestershire, the LDS is now produced as a joint South Worcestershire report.
