  • Permits are only available to residents.
  • Proof of residency must be provided. (e.g. Council tax bill, utility bill, rent book )
  • Proof of vehicle ownership must be provided on application (i.e. vehicle registration document)
  • Only 1 Permit per vehicle.
  • Permits do not allow the permit holder to reserve a space.
  • Permits should be surrendered when the residency has ceased.
  • Permits expire annually, and it is the permit holder's responsibility to renew.
  • If a valid permit is not obtained a Penalty Charge Notice may be issued.
  • A HMO is considered to be a single household and the tenants will be entitled to the maximum amount of permits for that scheme, for example in Arboretum scheme this is 3 permits.
  • Where a resident has recently moved to a property and cannot provide the required documentation, they can still apply via phone by calling Mi Permit and providing a copy of the tenancy agreement or solicitors completion letter via email.

Virtual Resident and Visitor Permits

Worcester City Council no longer issue physical Resident Parking Permits or Visitor Scratch Cards for residential parking schemes (although Visitor Scratch Cards that have already been purchased can still be used). Instead, like many other authorities and providers we have moved to a 'Virtual' system. This means once you have applied for and made your payment you will no longer receive a pass to put in the windscreen of your car.

Instead you will apply via the 'MiPermit' system that will process your application take your payment and create your own unique account in which you can manage which car you are using on the day, change vehicles or extend the period of operation for instance. The Council remains responsible for administration and processing of parking permit applications including decisions.

There have been some minor changes to the terms and conditions; the only difference is that you will not have anything to place in your car. The patrolling Civil Enforcement Officers have instant access to the data base that shows all current permits in operation and they simply tap in your registration number on their hand held device to check you have a valid Residents Permit or Visitors Permit.

The Mi Permit system is not linked to any other Council accounts and therefore you will need to register for a new account unless you have used Mi Permit previously.

About your Virtual Permit

To initially register for your digital Residents Permit or Visitors Permit, you will need your reference number; which is your Council Tax account number. Once this information is confirmed, you will need to provide an email address and/or mobile phone number.

Your Council Tax account number can be found on your Council Tax statement. If you are unable to locate your Council Tax statement, you can request a copy of this from the local authority.

Once you’re logged in; enter the registration number of the vehicle, the date you wish your permit to start and the on-screen form. You will be able to use your new permits straight away.

Residential permits will not automatically be renewed once expired.

Before applying for a parking permit please read the notes for applicants of parking permits.
